Cloud seeds are released into areas within clouds with the ideal conditions for droplet or ice crystal growth.
Cloud Context
Clouds form when water vapor in the atmosphere condenses onto particles lofted in the air to form liquid water droplets. These particles, known as cloud condensation nuclei, can be soil dust, sea salt, or any other particle that attract water. Without cloud condensation nuclei, clouds could not exist on Earth.
Cloud droplets stay suspended in the air because they are small enough that air currents overpower gravity. But when cloud droplets or ice crystals grow to larger sizes they become too heavy to stay lofted and they fall as precipitation.
Some clouds lack the right conditions for the droplets and ice crystals to grow sufficiently large. In these cases, the cloud droplets or ice crystals will eventually evaporate. Introducing ice nuclei in cold clouds (subzero) and giant cloud condensation nuclei in warm clouds stimulates growth that leads to precipitation.

Our Lost Legacy
The United States invented and pioneered precipitation enhancement in the mid-20th century. Until the 1970s, federal agencies conducted extensive regional precipitation enhancement programs to enhance water supplies and mitigate storms. Legacy technology however made precipitation enhancement’s effectiveness difficult to assess.
As the US divested, the Chinese government invested billions into precipitation enhancement operations to diminish the impacts of drought, sustain desert agriculture, and fight pollution. China is now the global leader in the field.
